I don't even know where to start on this one..........

From TRR:

Stacy Carter Named Interim Public Safety Director

We here at the Rumford Reporter would like to congratulate Stacy Carter on his new position as Public Safety Director. It's about time the Board of Selectmen put Mr. Carter in charge of both the Police Department and the Fire Department. Aside from a couple mistakes made with the Crime Bulletin this past year to include his "Sex Offender of the Week" piece and the negative effect this kind of reporting may have had on our econcomic development efforts, Mr. Carter has done an excellent job at making do with the budget that was passed by the Citizens of Rumford. He deserves credit for handling the cuts with professionalism while keeping his unionized Police Officers happy as well.

Now, let's see if he can do this with the now defiant Fire Department we currently have. They obviously have too much time on their hands and maybe Chief Carter can find a way to utilize them to help his police department in some way. Maybe Chief Carter will institute some cross training. Maybe Chief Carter will have the leadership skills necessary to handle all the union grievances effectively. Maybe Chief Carter will prevent the Fire Department from filing union grievances. Maybe Chief Carter will put a filter on their work computers so that they can't blog on their favorite forum and the Sun Journal comment sections on Town time. Maybe Chief Carter will make them remove the link to their favorite forum from the their Union website since it is so unprofessional and such a disgrace to our community. Maybe Chief Carter will teach them how to show respect for our community members and all the call force members.

Only time will tell but for now we would like to support Chief Carter in his new position and ask him to PLEASE clean up the embarassment caused by our unionized Fire Department. Otherwise, we will have to find other ways to rid ourselves of the cancer, like maybe not signing a new contract or cutting their budget significantly. It's not like we don't have mutual aid agreements with other fire departments who can fight our fires better than we do.

Good luck Chief, you are going to need it. For the article announcing that Chief Carter was named Rumford's Interim Public Safety Director, please click here.

If someone or anyone from Rumford does not call the selectman and request her removal from the finance committee for making this statement:

"Otherwise, we will have to find other ways to rid ourselves of the
cancer, like maybe not signing a new contract or cutting their budget
significantly. It's not like we don't have mutual aid agreements with
other fire departments who can fight our fires better than we do."

and this statement:

I
know. Therefore, you cut their budgets in an effort to stop them. And,
then maybe they will think twice before they shit all over people.

I would be surprised. Also she needs to go to school and learn about Unions. You can't stop someone from filing a grievance, it doesn't work that way. Neither can the town dictate anything that is put on the UNION website. It is owned by the union not the town. The town does not run the union, it is its own entity.

In 1935, Congress passed and President Franklin D. Roosevelt signed the National Labor Relations Act,
giving workers the right to form unions and negotiate contracts with
their employers. Under federal and many state laws, workers have the
right to:

1.Come together with other property services workers to form a union.
2.Speak with union organizers during non-working hours.
3.Read or distribute materials about the union in break rooms or lunch areas during breaks or non-working hours.
4. Sign a card in support of forming a property services workers' union.
Your employer CANNOT:

1. Threaten you with retaliation because you support forming a union.
2. Question you about your support for union activities.
3. Keep a list or videotape your activities with the union.
4. Withhold or give you benefits based on union activity.

It also to me sounds close to a violation of the
Labor–Management Relations Act

The amendments codified the Supreme Court's
earlier ruling that employers have a constitutional right to express
their opposition to unions, so long as they did not threaten employees
with reprisals for their union activities, or promise benefits as an
inducement to refrain from them.
The amendments also gave employers the
right to file a petition asking the Board to determine if a union
represents a majority of its employees, and allow employees to petition
either to decertify their union, or to invalidate the union security
provisions of any existing collective bargaining agreement.

Any union firefighter wishing to file a complaint against the town of Rumford for threatening statements made by this town government finance committee member can refer to the agency below:

The National Labor Relations Board (NLRB) is an independent agency of the United States government charged with conducting elections for labor union representation and with investigating and remedying unfair labor practices. Unfair labor practices may involve union related situations or instances of protected concerted activity.

wrote:Chief Carter knows that if his fuel budget goes up, that means less cops on the street and that is a good thing for us Rumford. If you look at the Rumford Police Department website, we still have 14 full-time police officers and three reserve officers even after the citizens voted to reduce their budget by $85,000 last year. Chief Carter never corrected the Finance Committee when we discussed that he had 14 employees. Chief Carter never told the Finance Committee that he had 14 patrolmen, 1 detective, 1 full-time dispatcher, in addition to himself for a total of 17 full-time employees in the Rumford Police Department alone. And, he also didn't include his crossing Guards. He did tell us that he would have to reduce his Department from 14 to 12 if we made those cuts and to this day he still has 14 full-time police officers and a full-time dispatcher even though we contract with Oxford County Regional Communications Center for dispatching. I think Chief Carter needs to clarify for us what is really going on. We want the facts Chief. Why is it that you don't want the Rumford District Court to close?
wrote:Carter also uses the court as an excuse to have the jails so that he can house his detainees.
wrote:Chief Carter misrepresented himself to the Finance Committee when he did not include himself and his Detective. And, why does Chief Carter have to be an Administrator only. If he is so concerned with our crime levels, why doesn't he get in a police car and get out there and help his "overburdened" police officers. And, if I'm running off police officers after they get their initial training, that is impressive. You are giving me more credit than I deserve. Maybe, they are running off because they are ethical and don't agree with the current practices of the Rumford paramilitary SWAT team Police Department.
wrote:I'm sorry but I don't want redundant services which includes the Fire Department chasing ambulances and the Dispatcher who works full-time for the Police Department. While Stacy (Carter) is sitting in his office, he should be answering the phones and dealing with customers at the window while his officers are patrolling the streets.
wrote:I am going to call them out for supporting the Union Democrats in this town who are all making a killing off the taxpayer and not providing us with the best service possible. These same people are like Chief Carter, all they can come up with is emotional rhetoric and over dramatization to scare the elderly in our community.
wrote:Another scare tactic the Chief (Carter) uses is to quote the national ratio of police to population.
wrote:If the Police Chief in Skowhegan can function with twelve officers and a bigger population, our Police Chief should be able to get by with twelve as well.
wrote:If you happen to be one of the people targeted by our police department in their effort to pad their statistics and seek revenge, you have a "weapon" at your disposal that you didn't even realize you had: YOUR CELL PHONE.
wrote:Guess what folks? The Rumford Reporter predicted that the Rumford Police Department would start targeting the Rumford Finance Committee for decreasing their budget. And, we were wrong! Instead, they are going after our Rumford Board of Selectmen who support the decrease in their bloated budget.
wrote:the Rumford Police Department will find any way they can to pull you over or charge you with a trumped up charge if you have been targeted.
