Rumford selectmen fail to extend Charter Commission appointment

RUMFORD — A motion to extend Charter Commission appointments failed in a 2-2 vote by selectmen Thursday night, Town Manager John Madigan said Friday.

Selectman Jeff Sterling made a motion to extend appointments for a year, but that was amended to three months.

“When it came time to vote, Jeff Sterling and Greg Buccina voted yes, while Frank DiConzo and Mark Belanger voted no,” Madigan said. “The other selectman was not at the meeting, so the motion was not approved.”

At times the action of the board is very confusing. They have previously said that the charter needs to have changes made to it to make their job easier in some aspects. At this meeting those thoughts were expressed again. The committee has been working for nearly a year to try to do so and needs some additional time to make that happen, but then the board makes a vote that does not allow that process to continue. Tell me people of Rumford, how does this make any sense for them to say one thing and then vote to shut the process down. Possible is this part of the reason the town is headed in the direction it seems to be going??

Some of the reasons the town needed to have a charter commission include making it easier for regional collaboration, addressing portions that contradict state law, and revising the budget process to avoid problems that have arisen under the current process. All of these had been addressed by the commission recommendations, but by law, none of the recommendations can be voted upon by the public without the commission holding hearings and filing a final report. This cannot happen without a charter commission. Do we really need to elect a whole new commission consisting of new members who will have to go through the whole process again????

Not confusing at all to anyone who has been even marginally following the antics of this Charter Commission and its members beginning with the very first illegally called by former town manager carlo puiia meeting of this committee.

Need to start over with a new charter commission with none of the people on this one on it. Need people who can and will follow the statues and such, like taking the oath of office before the first meeting, will run a proper meeting, submit required agendas, minutes, and reports, and most of all, put the work down on paper. This commission did none of the above and was going no where.
