Criticism of Islam a "hate crime"

Recently, the local Tea Party Loony Tunes have been ranting (SJ Link) about a supposed/proposed LAW making making criticism of Islam a "hate crime".
I did some research and found that H.Res.569 does no such thing.
H.Res.569 is not a law, it's a Resolution.
H.Res.569 is a statement against bigotry.
H.Res.569 is a statement against violence.
...toward American Muslims.
It's not a surprise to me that people like Candice Casey, et al., would allow bigotry and violence.
